Blend as in: There's a mix of casual supers (basically the folks from Heroes) and people who dress up in tights. That and every generation of superheroes are designated by ages. Like for some legacy heroes there would be Golden-age Superperson, Silver-age Superperson, etc.

I swear I asked for a Science Fantasy section in the past... As far as the types of superhero stories go, I was thinking of Tradurbanal, where there is a mix of people, some who go around fighting bad guys in costumes and others who just go kick multiple asses at random on the street with no regard for THE SANCTITY OF THE SECRET IDENTITIES. You mean something like that?

I like what derrick said about the ages. There should be a period after the existence of superheroes became public knowledge when most dressed up and kept their identities secret, and a time when some went public.
Hell, let's incorporate some Incredibles and Watchmen concepts in here. Depending on the city and state and country, heroes are celebrated, hated, feared, public, private, vigilante, etc.
I imagine the gov't would try to make a master list of superheroes and their powers and identities, a la Watchmen, and Marvel Civil War.
there also is no clear-cut good/evil division. Some "hero" supers have rivalries or grudges with other "heroes" that culminate in showdowns. Villains fight villains, etc. Some just like being media whores, some just steal because they can. others actually try and do good, or really want to take over the world.

I think different generations of supers would be pretty cool...and useful for identification purposes.
And of course heroes/villains are free to do whatever they please, regardless of whether the acts are heroic or villainous, respectively. THE STORY WILL NOT PLACE BINDING ALIGNMENT LAWS UPON THEE.

I think in modern times, the heroes who dress up in elaborate costumes (a la Superman, the Flash, the X-Men) should be considered media-whores and showmen. They aren't necessarily the best at what they do, but they like the attention.
