I try. I thought it might be cool to do the introductions to each thread in character to integrate them into the story more. Besides, it's a nice change of pace from the standard "Story name", "Story name Discussion Thread" and "Story Name Character Thread" that we've had for a while.
In case the rules were too cleverly disguised in the first post, all I ask is that you guys BE COURTEOUS OMG, try not to spam the discussion thread, and try to limit the number of characters you have. And post your biographies in the VS Times or HRC. There is a slight difference between the two. The HRC is for heroes who are fully known by the government (and therefore by any member of the general public who looks at the database) while the VS Times is for normal characters and secret heroes, costumed or otherwise.
Whether your character is in the HRC or not may play a part in the story. I have yet to decide what such a part might be, though.

As far as story-format goes, I was thinking that every week (or month or decade or however long it takes) someone would introduce a villain to mess up the city. Then, whenever the heroes defeat that villain, he gets thrown into jail and someone else would introduce a new villain. LATHER RINSE AND REPEAT. Of course, no one would be obligated to defeat the villain and you could go around and do whatever whenever, but the 'main plot', if you will, would only be forwarded upon a villain's defeat.

Yea, I'll see if I can make it bigger. I wanted to make it computerized looking, so I used the pre tag that I managed to pick up from Mr. Wilkes (I ACTUALLY LEARNED FROM HIM LOL). I didn't realize it would make the text so small, though.

As the story goes, each time one villain is defeated, a new thread will be started by whoever has dibs on the next villain. In the first post of such a thread, I ask that you post the villain's origin story or, if they are without one, a scene depicting their most recent crime so the news can get wind of it and the heroes can find out. You can follow the example of the first post of Who Wants to be a Hero, but by no means does it have to be 15,000 characters. In fact, I would appreciate a few thousand less...
