It depends. Is the character a major villain (which I highly doubt)? Then you should wait. One of those poor ineffectual sympathetic villains? Go right ahead. Yep.

Since this appears to be the closest thing to a standard discussion thread here, I'll ask my two questions-
Why does there appear to be two character threads? Is one different from the other?
Are there limits on powers, besides no overpowered god-characters?

the two character thread are based on whether or not your super is register with the VS gov't or not.

The VS Times newspaperzine is for those heroes that reporters speculate about - those whom the public do not know the identity of. The Hero Registration Center is a database sponsored by the mayor that collects information regarding any and everything about a superhero, identity included. As you might guess, the High Security Prison is for the supervillain bios once the villain is defeated and captured in story. Give your character whatever powers you want. The only limit I would impose is one of originality - don't make a Captain Marvel if a Superman already exists in the story, if you catch my drift.
