Novien wouldn't be a real region unless it had Gym Leaders now could it? No, it wouldn't.
So, during my week-long vacation, I have (with help) created the Novien Gym, Leaders, and the Leader's teams. There are 16 gyms, one for each type, with Rock and Ground combined into one. 10 gym badges are required for entry to the annual Novien Pokémon League Tournament. Badges do not have to be awarded at the conclusion of a battle. If the Gym Leader ascertains that the challenging Trainer is unworthy, he or she has the right to withhold the bestowing of a Badge. Conversely, a Trainer that looses a Gym Match, may still be awarded a Badge, if the Gym Leader determines that he or she is deserving. Beating a Gym leader is a tough challenge anyway; they are the 16 strongest trainers aside from the Elite Four.
the Tournament is a double-elimination style bracket, with the winner (League Champion) going up against the Region Champion (generally the strongest individual trainer aside from the Elite Four. If the League Champion wins, he takes both League and Region Champion titles. If not, he keeps League Champion title. Until next year.
