Your one figurehead sounds mysteriously like Big Brother. You know, Big Brother? The guy who's watching you? Yeah...no. A charismatic yet moronic leader seems to be what you're heading towards...like Ronald Reagan. We don't need that at all.
Propaganda campaigns are a glorified version of mass brainwash. If you want to build an empire on blind fools, so be it. Don't forget that it's the Age of the Intellectual, a rebellious class of college types that absolutely refuse to trust the government or mass media.
Isolationism doesn't work. Look at how that worked out for Japan: they feel hopelessly behind in technology and were forced back into the world by a superior nation. What's more, the US can't remain isolated for economic reasons. We need to import too much and the energy crisis doesn't allow us to cut ourselves off from the world (the transition from oil would be too slow to consider widespread alternate energy usage in the near future).
How, exactly, would you increase citizen participation in politics? What's more, the citizens wouldn't have real opinions if you managed this in conjunction with the propaganda. They'd just have YOUR opinions. Big Brother thinks so you don't have to.
Your hypothetical system is poorly thought out and, consequently, shoddily constructed. THANK YOU COME AGAIN

I disagreed with your Big Brother-esque figure, propaganda, AND isolationism. The only idea I contributed to was educational reform, but I recognized that the quarantine is inhumane and the overall idea all but impossible.
