Idea for the Federation.
There is no world leader. Hell, there aren't even continent leaders. The highest political office would be either Republic Governor (and he/ she can't really do much other than stamp things) or provincial senator.
Ideas?

Unfortunately, that actually fits with the naming scheme. Each of the four factions (at the time of the Solar Treaty) decided on a specific naming scheme so as not to confuse the galaxy.
The Federation went with naming things after famous Earthlings and places and tacking "New" onto planets. New Vermont, the FNS Washington, etc. Also, their Naval designation is Federal Naval Ship (FNS)
The Republic went with mythological figures, gods and goddesses, heroes and demons. The Capital of the Republic is Paphos, and an example ship would be the VRS (Venusian Republic Ship) Heracles.
The Empire went with an odd choice, a joint Roman and Japanese theme, reflecting the powerful empires. A planet would be Romulus, or Genji. Ship designations are RMNS (Royal Martian Navy Ship) and a smaple might be the RMNS Masamune
The Frontier League didn't really lay out a formal system of naming, so their places and ships are an uneven patchwork. Taylor Station, Darklight Waypoint, the Last Call. Of itself, the League does not affix a designation to their ships because they do not have a formal army or navy and frequently hire out their pilots to individuals from other factions, but among the other factions, the designation for League ships is FLS (Frontier League Ship).
The Alliance draws many of its names from the Federation, as it comprises approximately 1/3 of the old Federation. This being the case, they do not have any formal naming system in place, and with no plans to expand in the future, it is unlikely that they ever will.
The Union (and all Separatists) name things, for the most part, whatever the hell they want. Some show their Old World heritage - these being the earliest settled places - but many now are names and words that are simply made up. Two of the more recently settled planets have nearly unpronounceable names - Gryyxqttoee and Hrrgiist - although the founders have since admitted it began as a joke and simply ran with it. A number of bills are being considered in the Union to restrict planetary naming to "reasonable". Ships are designated UGN (Union General Navy).

I would imagine that the Union would not name their ships anything...indecent or strange (relative) but until then, nothing had been decided about planets. With the founding of Gryyxqttoee and Hrrgiist, I would like to think that the Union would (try, at least) restrict the naming of planets to "the realm of pronouceability" with a footnote saying "Yes, we name that word up for this purpose"
If anything, the Union is a slightly more effective United Nations.
